Chinese police successfully extradited one suspect from Russia
Recently, the Ministry of Public Security of China and the Russian law enforcement authorities, through close cooperation, successfully extradited from Russia a suspect who killed one of our police officers and fled Russia for 27 years.
On the evening of January 23, 1996, suspect Xu killed a police officer who was performing official duties with a knife in Yanji City, Jilin Province. After the incident, Xu immediately fled to Russia. In October 1999, Xu was listed as a B-level fugitive under the supervision of the Chinese Ministry of Public Security. In January 2002, Xu concealed the criminal facts of murder in China, fraudulently obtained a Russian passport with false identity information, and illegally acquired Russian citizenship. For many years, the Chinese Ministry of Public Security has been promoting Russia's crackdown through bilateral law enforcement cooperation and Interpol channels. In December 2021, Russian police arrested Xu in Volgograd. The Chinese public security organs have expanded international law enforcement cooperation and strengthened coordination through the channels of police liaison officers dispatched by China and Russia, timely confirming Xu's identity and proving the criminal fact of Xu's illegal acquisition of Russian nationality. Through the unremitting efforts of the relevant departments of China, the Russian side finally facilitated the transfer of the suspect Xu to China on the basis of abiding by the relevant treaties of China and Russia and their respective domestic laws.
Currently, the healthy, stable, and pragmatic development of law enforcement and security cooperation between China and Russia has played an important role in maintaining national security, combating transnational crime, and protecting the legitimate rights and interests of citizens of both countries. In the past decade, the law enforcement agencies of China and Russia have transferred several important fugitives to each other, fully demonstrating the high level of mutual trust and practical achievements of the law enforcement agencies of the two countries. This time, the law enforcement agencies of China and Russia closely cooperated and successfully extradited Xu from Russia, which is another successful case of China Russia cooperation in combating crime. The law enforcement system is robust and meticulous, and Xu's arrest once again proves that no matter where and how long the criminals escape, they cannot escape the punishment of the law.
