Chinese police work together with the International Criminal Police Organization to effectively combat transnational crime
Red notices were issued one by one, issuing the highest wanted orders to the world, leaving criminals with nowhere to escape; The joint actions of "Dawn" and "Hurricane" carried out time and time again demonstrate the firm determination of the global police to work together to eliminate transnational crime
These terms that make global criminals tremble with fear were all initiated by the International Criminal Police Organization.
For over 100 years, the International Criminal Police Organization (Interpol) has evolved from a police cooperation organization that solves regional transnational crime cases among more than 20 countries to today's second largest intergovernmental international organization with 190 member countries, second only to the United Nations. It has also become the most extensive and effective platform for law enforcement cooperation among police forces around the world, playing an important role in preventing and combating various forms of transnational criminal crime.
For over 30 years, as an important member of the Interpol family, the Chinese police have conscientiously fulfilled their responsibilities and obligations, maintained effective exchanges and cooperation with the Interpol, effectively cooperated with police from various countries to investigate cases and pursue fugitives, and fully participated in joint operations of major universities. They have become an important driving force for international law enforcement cooperation under the framework of the Interpol, demonstrating the responsibility and responsibility of major powers.
Diligently performing duties, gaining recognition, and demonstrating the responsibility of a great country
September 5, 1984 was undoubtedly an important day in the history of Chinese police.
On this day, at the 53rd General Assembly of the International Criminal Police Organization held in Luxembourg, China officially joined the organization.
In November of the same year, the Interpol China Central Bureau was established in Beijing, responsible for external liaison and combating international crimes such as smuggling, drug trafficking, currency forgery, international terrorism, and international fraud. In 1986 and 1995, the National Central Bureau of China established liaison offices in Guangzhou and Shanghai, respectively.
Subsequently, the China National Central Bureau of the International Criminal Police Organization (Interpol) continued to develop and grow, establishing 25 Interpol liaison offices in local public security organs, and forming a reasonable layout and initial scale of Interpol forces in China.
"Since the day of joining the International Criminal Police Organization, the Chinese police have been committed to developing practical and efficient cooperation with the police of member countries, and have spared no effort to promote the International Criminal Police to become the world's most influential law enforcement cooperation organization." The relevant person in charge of the International Cooperation Bureau of the Chinese Ministry of Public Security told reporters.
In recent years, the Chinese police have continued to conscientiously perform their duties and fully carry out law enforcement cooperation within the framework of the International Criminal Police Organization.
——The Chinese police actively participate in the work of the International Criminal Police Headquarters and the Second Headquarters in Singapore, actively participate in the General Assembly of the International Criminal Police Organization, organize various professional conferences, and continuously provide financial and human support to the International Criminal Police Organization.
——The Chinese police have fully participated in major joint operations such as the "Hurricane Operation" (protecting intellectual property rights), "Dawn Operation" (cracking down on telecommunications fraud), "Honest Sports" (cracking down on illegal gambling), "Tiger Claw Operation" (protecting wildlife), and "Predator" (cracking down on environmental crimes), effectively cooperating with police from various countries to carry out case investigations and apprehend fugitives, achieving remarkable results.
——Chinese police actively participate in relevant meetings of the International Criminal Police Organization. In September this year, the Ministry of Public Security dispatched a delegation to attend the 10th International Criminal Police Organization Intellectual Property Law Enforcement Conference and delivered a keynote speech. Previously, the General Administration of Customs and the Ministry of Public Security were respectively awarded the "International Intellectual Property Crime Investigation Cooperation Award" and the "Outstanding Contribution Award in Combating Infringement and Counterfeiting" by the International Criminal Police Organization for their outstanding performance in international law enforcement cooperation.
——The Ministry of Public Security, on behalf of China, applied to the International Criminal Police Organization to host the 86th Plenary Session of 2017 and was granted the right to host it. At the same time, we will focus on the construction of China's National Central Bureau and continuously enhance the influence of international criminal law work in China.
In addition, the Chinese police actively host important conferences and activities of the International Criminal Police Organization. Taking 2015 as an example, we hosted events such as the International Criminal Police Organization's crackdown on cybercrime, telecommunications fraud, and the Asia Regional Liaison Officer Conference.
"These efforts demonstrate the responsibility and responsibility of a major country, further gaining recognition and support from the International Criminal Police Organization and member states," said the person in charge.
Red notification, helping overseas fugitives achieve remarkable results
634—— This is the number of successful arrests of various types of overseas fugitives by the Chinese police in the 2016 Fox Hunting Operation from 67 countries and regions as of October 20th.
We must not allow foreign countries to become a "safe haven" for criminals! In the "Fox Hunt", which has been carried out continuously since 2014, the Chinese police have actively taken advantage of the Interpol platform to vigorously carry out international law enforcement cooperation, spread a vast net for chasing suspect around the world, and captured a large number of suspect who have absconded overseas.
On July 24th this year, Ni, a fugitive wanted by the International Criminal Police Organization's Red Alert for 12 years, was arrested and returned to China. This is the first successful case of law enforcement cooperation between Chinese police and Ecuadorian police under the framework of the International Criminal Police Organization.
On April 22, 2015, in accordance with the unified deployment of China's "Skynet" operation, the China Central Bureau of the International Criminal Police Organization (Interpol) released a red notice to the public targeting 100 suspected fugitive country workers and individuals involved in important corruption cases, increasing global pursuit efforts and causing strong reactions both domestically and internationally.
Subsequently, with the support of the International Criminal Police Organization and relevant national police, individuals with "red contacts" were successively arrested and brought to justice. Ni is one of these "100 Red Communication Personnel".
As of October this year, 35 out of the "100 Red Connect personnel" have been listed on the internet.
It is understood that China's "Skynet 2014" and "Skynet 2015" operations have recovered 1915 fugitives from more than 70 countries and regions, with a recovered amount of 7.47 billion yuan. Among them, the red notification of the International Criminal Police Organization is indispensable, and the law enforcement cooperation between Chinese and foreign police has played an important role.
The relevant person in charge of the International Cooperation Bureau of the Ministry of Public Security stated that as long as one fugitive criminal is not brought to justice, the Chinese police will not stop chasing and recovering stolen goods for a moment.
Strengthening cooperation to combat transnational crime and contributing China's strength
On June 17, 2013, Kazakhstan's economic suspect and the target of Interpol's red notification Kodribayev were arrested in Beijing.
Kodribayev is suspected of using his position to collude with others to defraud Kazakhstan Company of 210 million Tenge (approximately 1.4 million US dollars), and fled to Xinjiang, China in October 2009. In March 2010, the Harbin police issued a red notice through the International Criminal Police Organization. In April 2013, the International Criminal Police Center of the Ministry of Internal Affairs of Kazakhstan issued a request for assistance in searching for the whereabouts of the person and taking temporary detention measures for extradition to the Chinese side. The Ministry of Public Security immediately deployed the public security organs in Xinjiang and Beijing to carry out control measures, investigated the trajectory of Koko's actions in China, and successfully arrested him on the evening of June 17th.
As an international police cooperation organization with 190 member countries, Interpol assists member countries in investigation and arrest of suspect, which is an extremely important area of cooperation. "The Chinese police actively cooperate with member states through the platform of the International Criminal Police Organization, providing strong support for other member states to pursue fugitives and combat crime, and playing a significant role in international law enforcement cooperation," the relevant person in charge of the International Cooperation Bureau of the Ministry of Public Security told reporters.
In today's world, the security situation is becoming increasingly complex and severe, with various traditional transnational crimes and new types of crimes intertwined and affecting each other. The Internet has further spread and increased the harm of crime, and terrorism has become more prominent than at any time in history. In such a situation, it is required that the International Criminal Police Organization play a greater and more effective role than before.
In order to achieve the goal of "making the world safer", the Chinese police will continue to work tirelessly with the police of all member countries of the International Criminal Police Organization. (Reporter Cai Changchun)
