Chang Gaocai, male, born in January 1957, was formerly the Secretary of the Party Group and Director of the Shanxi Provincial Quality and Technical Supervision Bureau. He was suspected of committing official crimes and fled in 2019. In September 2019, the Shanxi Provincial Commission for Discipline Inspection and Supervision conducted an investigation into his case. In April 2022, the International Criminal Police Organization issued a red notice to it. The investigating authority has lawfully sealed, seized, and frozen the property involved in the case.

The person in charge of the Central Chasing and Escaping Office stated that Chang Gaocai's return to China to surrender is an important achievement of the disciplinary inspection and supervision organs in implementing the spirit of the 20th National Congress of the Communist Party of China and the deployment of the Second Plenary Session of the Central Commission for Discipline Inspection, and continuing to carry out the "Skynet Action". Overseas is not beyond the law, and there is never a way out for escape.
